It's never NOT a good time to question the mental capacity of the Oakland Raiders' organization. Per John McClain of the Houston Chronicle:

So which one is it? Probably the latter. Although the Raiders have managed to get well under the cap recently, Reggie McKenzie isn't Al Davis--that is to say, he's a whole lot smarter. The Raiders have needs all over their roster. Spending a good chunk of money on a punter isn't a priority, nor should it be.
Still, Raiders fans should salute the only player that kept them from losing sixteen games on numerous occasions over the last decade.
